Toby
spent 12 years at sea as a Deck Officer with BP Shipping serving
on a variety of tonnage prior to joining the Maritime & Coastguard
Agency 13 years ago. Since joining the agency he has worked in a
variety of posts including Maritime Rescue Centres; Senior Lecturer
Coastguard Training Centre; Operations Officer Marine Pollution
Control Unit where he was the lead officer for UK OPRC implementation.
His last post was based in Aberdeen as the Principal
Counter Pollution and Salvage Officer for Scotland and Northern
Ireland, one of four posts created after recommendations in Lord
Donaldson's review of Salvage and Intervention and their Command
and Control, acting as an understudy to the Secretary of States
Representative for Maritime Salvage and Intervention.
Toby has been involved in and attended the majority
of maritime shipping casualties in the UK pollution zone since 1997,
including Sea Empress, Bolivar, Nordfarer, Yusup K, Multitank Ascania,
EverDecent, Dole America, Lagik, Elektron, Ievoli Sun & Kodima.
He joined his present post in April this year,
Head of Counter Pollution & Response, Headquarters. He is responsible
for development of counter pollution and response strategy, development
and implementation. Also providing operational, scientific and technical
support in the UK for marine pollution incidents.
