Harlan Henderson is the Administrator of the California Department of Fish and Game, Office of Spill Prevention and Response (OSPR). As Administrator, Mr. Henderson has the primary authority to direct prevention, removal, abatement, response, containment, and clean-up efforts in California waters.

Mr. Henderson recently completed a 26 year career in the United States Coast Guard. Key assignments included serving as Captain of the Port and Federal on Scene Coordinator for northern California including San Francisco and commanding the Coast Guard's elite response team-the National Strike Force. He has extensive experience on the Exxon Valdez and Gulf War spills.
